The State of Georgia General Assembly has approved funding in the FY25 midyear budget for the creation of a new Coastal Georgia Regional Water Partnership. This collaboration between municipal utility providers, including the City of Savannah, Bryan County, and Effingham County, aims to strengthen the region's water supply infrastructure.
Governor Brian Kemp, along with the General Assembly, has allocated $501.7 million in funding to support this regional initiative. The funds will be distributed through the Georgia Environmental Finance Authority (GEFA) via state direct investments and zero-interest loans. This funding was approved as part of the $40.5 billion midyear budget, which passed the General Senate on March 3, 2025, and was signed into law by Governor Kemp on March 6, 2025.
The City of Savannah will receive $146 million of this allocation to fund critical infrastructure upgrades, including the expansion of the I&D plant, raw water pumping system enhancements, water transmission pump station upgrades, and the construction of two new water towers.
These investments will support essential infrastructure projects that ensure both near-term and long-term water supply for the region. The new partnership will also establish water supply system redundancy, which will enhance the resiliency of the water service for current and future utility customers across the region.
