About the Program


The Savannah Business Opportunity (SBO) program is a city program aimed at increasing the utilization of local, small, and minority businesses within city procurement. The SBO program fosters economic growth and allows these firms the opportunity to participate in city projects at the subcontractor and/or prime levels.

Businesses that meet established criteria may be eligible for certification as a Minority and Woman-owned Business Enterprise (M/WBE) or as a registered firm within our Local Small Business Enterprise (L/SBE) program.   Additionally, Savannah based small businesses have the opportunity to participate in the Savannah First initiative - keeping local dollars local.  These are bidding opportunities that are not considered large construction.
