I believe that the city of Savannah should offer an financial hardship program for residents twice a year. There are times when people fall on hard times and can't afford to pay a bill. They may have good intentions, but just don't have the funds. The water company should allow them to join the hardship program which will allow them to agree to a payment that they can afford. For example: It's December 30 and you are all tapped out from the holidays. You should be able to call them and say you would like to sign up for the payment plan and they break your bill up into 3 portions so you could get caught up. It may seem like you are paying forever, but at least you are paying something. I am from another state and they are willing to help their community to make sure that the elderly, disabled, children, homeless, and low income people are not forgotten. The beauty of the program is it can help the middle class people too in their time of need. Its so sad they lack programs to help.

The building is large enough to create SRO housing in one side, and house day programs in the other. Can provide, with cooperation of various shelters and the programs under the umbrella of Homeless Authority, one central place for assistance with documentation; a place to get in out of bad weather; safe place to sleep, do laundry, shower; get help with job searches, finding health care, etc.
