
Help to Our Community (H2OC) is a City of Savannah utilities discount program for low income seniors and disabled residents. Qualified applicants can save up to $179 per year on their City of Savannah utility bill. This discount is available to qualifying utilities customers both inside Savannah and those who reside outside of Savannah city limits.
Requirements for applicants to the H2OC program include:
- City of Savannah utilities account in their name
- Seniors must be 65 or older and have a total household income not exceeding poverty levels for the number of occupants in the household as derived from guidelines of the State of Georgia Division of Aging Services
- Disabled residents must be 18-64 and receive SSI or SSDI benefits
Please note: the City of Savannah does not process H2OC applications. Customers must apply and be re-certified annually by a partner agency.
