Free Low-Flow Toilet Program
The City of Savannah’s Water and Sewer Department is offering vouchers for a free, low-flow toilet to qualified
applicants. These vouchers can be redeemed at Sandpiper Supply, located on 4101 Bull St, Savannah, GA. The Toilet
Voucher Program is designed to replace old, water-wasting toilets with low-flow models. The vouchers are for a point-of purchase
discount only, rebates will not be issued.

Toilets installed before 1993 use three to seven gallons per flush; however, building codes required homes built after 1993 to
install 1.6 gallons per flush toilets. With the new Water Conservation Act of March 2010 all new homes must install 1.28
gallons per flush toilets. Replacing the old 3-7 gallons per flush toilets could add up to a household water savings of nearly

To Qualify
  1. Low-flow toilets must be installed in a single-family dwelling built before 1993.
  2. Applicant must have a current and up-to-date water account with the City of Savannah.
  3. Applicant must provide a copy of the most current water bill.
  4. Limit is two toilets per household and no voucher will be issued to applicants who have received toilets in past years during the
  5. City’s one-day, toilet giveaway events.
  6. Applicant must replace a 3.5 gallon per flush or higher toilet with the low-flow toilet.
  7. Applicant agrees to dispose of old toilet by bringing it to the Dean Forest Landfill, with the landfill disposal receipt.
  8. Applicant will not sell or dispose of the old toilet improperly.
  9. Applicant agrees to pay any costs associated with installing the new toilet.

Application Instructions
  1. Applicant must complete an application and receive a voucher before purchasing an approved low-flow toilet. Rebates will not be issued.
  2. One voucher will be issued per toilet.
  3. If the application is approved, the applicant will receive a voucher package and will present the voucher to Sandpiper Supply.
  4. for the free low-flow toilets.
  5. The voucher includes the entire cost of the Mansfield 1.28 gallon per flush tank and bowl. The voucher may also be applied to
  6. other City of Savannah-approved water-efficient toilets. The applicant is responsible for the difference in cost.

Applications will be processed on a first-come, first-serve basis only while funding is available or until the program is discontinued. The City of Savannah Water Resources Bureau reserves the right to modify, suspend, or terminate this program without prior notice.
