Mission Statement
The Housing Department’s mission is to revitalize neighborhoods and leverage limited public resources with substantial private investment in the creation, improvement, and preservation of affordable housing.

Department Services
The programs offered by the Department of Housing assist low- and moderate-income households within the City of Savannah.

The four major programs focus on:
  • The creation of home ownership opportunities through the DreamMaker home purchase program
  • Providing existing home owners with basic home repair assistance through volunteers and small grants and loans
  • Facilitating single- and multi-family housing development for home buyers and renters
  • Encouraging the retention and creation of sustainable, energy efficient, and healthy affordable housing

Integrated into these major programs is a focus on sustainability as it relates to housing operating costs. This is implemented by technical assistance, incentives, and standards towards more sustainable housing. The major programs are supplemented by grant-funded programs in lead hazard reduction, healthy homes, and energy efficiency improvements.

Where feasible, housing department affordable housing programs are also central to helping revitalize distressed neighborhoods, reducing gentrification, reducing crime and blight, and reducing the cost of City services associated with crime and blight.
