City HallI am pleased to welcome you to the City of Savannah website. Savannah is recognized as one of the world’s most unique travel destinations, and for good reason. Our community is stunningly beautiful and historically alive, with our picturesque squares, cobblestoned streets, centuries-old homes, active waterfront and impressive urban forest.

But people plant roots here because we are one of America’s most livable cities. Our neighborhoods are strong, each with its own unique personality. Our recreation and cultural opportunities are plentiful and our residents are annually named among the friendliest in America.

We have emerged as a preferred center for business because of this superior quality of life, in addition to a highly educated workforce; impressive logistics including integrated rail, interstates, airport, and one of the busiest ports in the nation. We have a diverse economy that includes strong manufacturing, emerging tech startups, a $2.3 billion hospitality industry, and one of the largest aerospace companies in the world.  

At City Hall, we strive to reflect the culture of excellence and innovation that we see all around us. Everything we do is focused on better serving and enhancing the lives of our residents, businesses and visitors. ABOUT THE CITY MANAGER
Stephanie Cutter was appointed City Manager in April 2013. She had previously served as Acting City Manager since October 2012, Assistant City Manager of Administrative and Community Services since December 2011, and as Acting Assistant City Manager since May 2010. In this capacity, she oversaw two bureaus – Management Services and Community & Economic Development – which house a total of 28 departments.

She is a Savannah native and Windsor Forest High School graduate whose professional career began in 1976 with the Georgia Department of Corrections. She joined the City of Savannah in 1989 as a budget analyst. Over the next decade, she was promoted to Senior Budget Analyst, Management Services Coordinator for the Assistant City Manager, and Director of the Residential Refuse Department. In 2002, Ms. Cutter was appointed Acting Chief of the Sanitation Bureau, which became a permanent appointment the following year.

She earned both her Bachelor's Degree in Accounting and Masters of Public Administration from Savannah State College (now university). She holds national certifications in Solid Waste Collection, Landfill Management and Public Works Management. She received Senior Executive Leadership Training from the University of Virginia in 2010, and is a Leadership Savannah graduate.

ABOUT CITY GOVERNMENT
The City of Savannah operates under a Council-Manager form of government. The Savannah City Council appoints the City Manager to serve as the Chief Executive Officer of the City, responsible for annual budget development and advising council on policy issues.

The City Manager carries our Council’s policy direction and Savannah’s community vision through the day-to-day management and operations of all City Bureaus, which include:

  • Community and Economic Development
  • Leisure Services
  • Sanitation
  • Finance
  • Management Services
  • Utilities, Development and Construction
