It’s coming! Customers should be able to pay their water,
sewer, and sanitation bills online beginning in early 2016. On the October 1, 2015 City Council Meeting Agenda is a contract with vendor Paymentus to implement an electronic billing and payment system.
The City has been working on allowing online payments since
the early 2000s, but first we had to change a lot of back-end systems. In 2008,
we acquired a new revenue management system to fully modernize our billing
processes, as the old system had become highly antiquated and did not support
integration with online payments.
We began offering online payment of property taxes a few
years ago (get to it HERE). As most of us know, you can also pay those pesky parking and
red light camera tickets online HERE. The final phase of this conversion
process was utility billing, which is the most complex, as it involves the
largest number of customers and most complex process of transition.
For utility billing, about 75,000 accounts have to be ported
over to the new software. The new software also required extensive
customization. Staff members from Auditing, Information Technology, Revenue,
Water Distribution and Sanitation have worked on the implementation of the new
system for utility billing. Staff training on utility billing with the new
system began in September of 2015 and will continue through the end of the
Internally, the new system will offer more robust search and
data accessibility, allowing staff to track accounts with greater ease and
flexibility. The new bills generated by the system will also offer a greater
level of detail to customers about their usage and consumption rates.
