How do I start a tour business in Savannah?  Trolley
All tour companies must be registered with the Tourism Management and Ambassadorship Department prior to starting operations. This is an outline of the process to start a tour company. 

  1. Application to Register a Tour Company 
    The Tourism Management and Ambassadorship Department requires the following: 
    • Company registration form
    • A copy of your business model/plan
    • Register all tour guides who are working as an employee or independent contractor of the tour service company
    • A map of tour route(s) to include starting/ending points
    • Times the tour will be operating

  3. Motorized and Non-Motorized Tour Service Vehicles
    The Tourism Management and Ambassadorship Department requires all motorized and non-motorized tour service vehicles have an inspection. Once an inspection has been completed, an annual commercial decal is issued. Every year, the vehicle must be inspected and a new decal issued.

  5. Business Tax Certificate 
    Once this information has been received, the applicant will need to obtain a business tax certificate from the Revenue Department.

  7. Approval of Tour Company Registration
    Once the Tourism Management and Ambassadorship Department has been notified that a business tax certificate has been issued, a letter will be mailed to the tour company notifying them that they are officially registered with the City.

  8. Preservation Fee
    Article T. of the Revenue Ordinance, requires that all sightseeing tour companies conducting tours within Savannah’s Historic District remit the preservation fee. The preservation fee reporting form must be submitted monthly to the City of Savannah.

  10. Renewals
    Every year, tour companies must renew their registration by submitting the company registration form to the Tourism Management and Ambassadorship Department. This document must include proof of a current business tax certificate number or a copy of the receipt in order to receive an official notification that your company is registered for the year.
