STVRs are permitted in mixed-use zoning districts. In the 1-R, 2-R and 3-R zoning districts of the Victorian District, approval by the Zoning Board of Appeals is required since these districts are predominantly residential in nature. The use is allowed in the Mid-City Zoning Traditional Neighborhood (TN-2) District and limited to accessory dwelling units (e.g., a carriage house) and permitted only when the principal dwelling is owner-occupied.
Applying to become a Certified Short-Term Vacation Rentals
STVR property owners must complete an application and receive a certificate verifying they have met all zoning and ordinance requirements associated with the use. A STVR certificate must be obtained prior to operating.
Applications along with the check or money order for the permit fee can be mailed to the Tourism Management & Ambassadorship Department (TMAD) at PO Box 1027, Savannah, GA 31402 or dropped off at the TMAD located in the Sub-Basement of City Hall. Once an STVR application has been approved, a Business Tax Certificate must be obtained.
Local Hotel/Motel Taxes
Short-term vacation rentals are required to remit a 6% local hotel/motel tax to the City’s Revenue Department by the 20th day of the following month. Please follow the process outlined on the Hotel/Motel Tax Monthly Return to remit your payment
State Use And Sales Tax
In addition to the local hotel/motel tax, the 7% State Use and Sales Tax must be remitted to the Georgia Revenue Department by the 20th day of the following month. To pay online, you will need to “Sign Up” and “Create My User Name”. If payments are more than $500, only electronic submissions will be accepted.
To file State Sales Tax, register with the State’s Department of Revenue to obtain a State Sales Tax Number as outlined below.

Certified short-term vacation rentals are tracked and updated on a quarterly basis. The STVR certificate number, address, parcel number, number of parking spaces and bedrooms and historic district can be accessed through the following map. Data is representative through the 2nd Quarter of 2016.
City Code currently defines a bed and breakfast guest unit as, “an incidental use within an owner-occupied principal dwelling structure containing not more than two dwelling units, and provided that not more than one bedroom in such dwelling structure shall be used for such purpose.
The sign requirements for such use shall be those established for home occupations.” This use only applies to Business & Industrial Zoning Districts and Commercial & Residential districts. In order to conduct business as such, you must first complete and submit a Business Approval Application.
