Compliance and Enforcement
The Tourism Management and Ambassadorship Department is tasked with regulating motorized and non-motorized tours including trolleys, horse drawn carriages, walking tours, motor coaches and quadricycles.

Tour Services for Hire 
The Tour Service for Hire Ordinance regulates tour guide services to include motor coaches, walking tours and trolleys. 

Motor coaches are required to obtain a permit prior to entering the Historic District. Additional restrictions are shown in the Motor Coach Parking Map and apply to parking and access to residential areas.  

Quadricylces
Quadricycles are non-motorized vehicles propelled entirely by human power through the use of pedals similar to a bicycle. This type of tour service is regulated by the Bicycles, Mopeds and Skateboards Ordinance as well as the Tour Service for Hire Ordinance.  

Horse Drawn Carriages
The Horse Drawn Carriage Ordinance provides standards for carriage operations and the health and welfare of the horses. The City also has a Horse Heat Policy to ensure the well-being of the horses.

Preservation Fee
Article T. of the Revenue Ordinance, requires that all sightseeing tour companies conducting tours within Savannah’s Historic District remit the preservation fee. The preservation fee reporting form must be submitted monthly to the City of Savannah, either by completing the online form or by mailing in the printable form.

The City is able to fund multiple projects which contribute to the upkeep of the Historic District through the preservation fee. In the 2014 budget, a breakdown of expenditures by the preservation fee over the next five years is listed.    

Cemetery Tours
All cemetery tours must register with the Department of Cemeteries during normal work hours before entering a City cemetery. For pricing and additional information, view the Cemeteries Tours/Events page. We also recommend reviewing the rules and regulations on cemetery tours and events.

Citation Activity Reports
A monthly citation activity report is used to monitor violations and encourage compliance. The following reports are available:
