Policy and Users' Agreement
First, review the City of Savannah Community Gardens Initiative policy and users' agreement to understand how to program works and what is expected by it. 

Use this checklist to review what you will need to complete an application to establish a community garden on a City owned vacant lot.

Submit your initial application and letter of intent for review.  You can find a sample letter of intent here.

Once you have received approval on your initial application, you will need to sign and submit the policy and users' agreement, acknowledging the program and the stipulations as set forth.
