Overview Ellis Square is a public park that sits on top of the underground Whitaker Street Parking Garage. The square is one of City founder James Oglethorpe's 6 original planned squares. Before the Whitaker Street Garage was built, the land was used as a multi-deck above ground parking garage, and before that it was a city market. Building the underground parking garage to return Ellis Square is part of a larger effort to re-establish Savannah's "lost" squares. The unique square system is one of the factors that makes Savannah's downtown one of the most walkable in the country.
